The National Office For Roma
In the last decade, the Roma issue got a new dynamic, through specific
policies and governmental programmes aiming at the improvement of the
conditions of this ethnic group. The effort of different Roma organizations
went along with the efforts of the Government, looking for a long time
for the best ways in defending the civil, politic and social rights
of Roma.
In this sense, beginning with 2000, the Romanian Government proved
its capacity of shaping efficient structures and activities in all the
fields of the political and civic life, through the Department for the
Protection of National Minorities. Its competences were taken over in
2001 by the Department for Interethnic Relations - The National Office
for Roma.

The 5 departments which are functioning within the Ministry of Public
Information are:
- The Department for Communication and Public Image
- The Government' Spokesperson
- The General Secretariat
- The Department for Romanian worldwide
- The Department for Interethnic Relations
Within the Department for Interethnic Relations is functioning the
National Office for Roma. Initially, this structure belonged to the
former Department for the Protection of National Minorities, subordinated
to the General Secretariat of the Government. After 2000, by setting
up the Ministry of Public Information by the mentioned Government's
decision, the competences of the Department for the Protection of National
Minorities have been taken over by the Department for Interethnic Relations.
The National Office for Roma is a specialised body which:
- initiates, supports and co- ordinates actions developed for the
promotion of the ethny
- monitorizes the implementation of the national and international
legal framework regarding the protection of the national minorities,
in collaboration with the Legislative Direction of the Department
for Interethnic Relations
- evaluates the social and economic situation of the Roma communities
and their relations with the majority population
- develops information and educational activities for Roma population
regarding their rights and obligations
- receives and examines requests and complains addressed by institutions
and organisations or citizens regarding the situations when public
administration bodies brake the rights of persons belonging to Roma
ethny
- collaborates with all the active Roma organisations from Romania,
from other countries and with the international Roma organisations
- organises round tables, meetings, public debates in its field of
activity
- participates in activities organised in the country or abroad
- supervises and approves the way of allocating and spending the public
funds for assisting Roma people
- informs the public opinion from the country and abroad about the
real situation of the Roma communities
- participates in the mediation and solving of potential conflicts
between the Roma communities and the majority population
The staff of the National Office for Roma is subordinated to an under
secretary of state, Mr. Gheorghe Ivan, who organises, coordinates and
controls its activity.
