II. Guiding principles
The Government of Romania, Adopts the following guiding principles for
the elaboration of the White Chart of the Government of Romania aimed
at improving the situation of the Roma:
- The protection of national minorities and the improvement of the
situation of the Roma cannot be achieved by single action of certain
central public institutions. All institutions and Government services
must be involved and have an active role in this process. The Government
will ensure that the improvement of the situation of the Roma in Romania
becomes part of the everyday activities of the central public administration.
- The elaboration of public policies aimed at improving the situation
of the Roma is a process that will lead to a consensus of all parties
involved. Therefore, all parties involved will collaborate on the
elaboration of the White Chart that will be adopted by the Government
of Romania, the comprehensive document comprising policies, strategies,
plans and concrete programmes aimed at improving the situation of
the Roma.
- The White Chart will identify the current hindrances and will provide
a synthesis of the problems that need to be addressed in order to
facilitate the elaboration of policies for each sector and cross sectors
and to maximise their impact. The White Chart will contain policies
in various fields and will analyse the governmental initiatives.
- The Government has adopted an Ordinance (137/2000) regarding the
prevention and the punishment of all forms of discrimination. The
Ordinance provides a legal framework for protection of disadvantaged
groups by sanctioning of discriminatory behaviour, promotes affirmative
actions and special measures for groups and individuals belonging
to national minorities that do not benefit from the equality of chances.
The Roma represent the minority most prone to discrimination and,
due to their social and economical situation, they will be the main
beneficiaries of temporary specific measures aimed at disadvantaged
groups. Moreover, the actual implementation of the Ordinance, mainly
through the National Council for Combating Discrimination, represents
a key element in ensuring equal and non-discriminatory treatment of
the Roma.
- In order to implement the policies aimed at improving the situation
of the Aroma, the Government will employ all available instruments,
particularly the legal, economic, communication etc.
